What is ED?
Enterprise Development is growing small and medium sized businesses by providing finance and support services that would assist them in becoming more competitive and overcoming the constraints to growth that they face.

From the code standpoint an empowered enterprise that qualifies for Enterprise Development is a business that has a greater than 50% black ownership and a level 8 broad-based empowerment score (which is greater than 30%). Alternatively the company could have 25% black ownership and a broadbased empowerment score of more than 45% (level 6) and also qualify for enterprise development.
